The Collection of Mr. Wayne Lockey of Grand Junction, Colorado. Rat-baiting was a 19th and early 20th century blood sport which involved a pit full of rats being attacked by dogs, seeing which dog could be the most successful. This box would have been used to release rats into the pit.
