Melvin Tillet (1908-1951), Kitty Hawk, North Carolina. Melvin was born and raised in Kitty Hawk and stayed there until 1928 when he joined the Coast Guard. He made this decoy in the 1940s and very few of his birds remain today. This exact decoy is published on page 304 of Gunnin' Birds by Kroghie Andresen.
