Roscoe Willis (1894-1980), Hatteras, North Carolina and Atlantic, North Carolina. Rosoe was born in Hatteras Village and moved to Atlantic, NC in 1945. Roscoe is known for making some of the most significant flattie shorebirds from North Carolina. This grouping composed by Kroghie Andresen is truly rare and important. They have incredible folk art appeal. These exact decoys are published on page 134 of Shorebird Decoys of North Carolina by Kroghie Andresen and Philip Harvey.
