Fonnie Tillet was born and raised in Kitty Hawk. While still a young boy, he learned how to hunt, fish, and build boats. He initially worked with local market hunters such as Bob Perry and Ivey Dowdy. He made this bluebill during the early market hunting days. Very few of his duck decoys survived as they saw years of hard use.
