Born in Brussels to an English artist, Toovey was educated at Arnold Lodge School, Birmingham School of Art and in Paris. He had a short, yet successful, career as an artist, exhibiting in his early twenties at the Royal Academy and at the Paris salon. For six consecutive years he exhibited at the Royal Academy and in 1885 was elected to the Royal Society of Etchers and Painters.
