Oil on canvas, signed and dated "J. Finck 1879" at lower right, a Union regiment is formed by company for parade in front of their tents, officers are to the fore while drummers are clustered to one side. The scene is likely Camp Hill in Harpers Ferry, Virginia, with hilltop earthworks beside what is likely the US Armory Paymaster's quarters (Lockwood House). This hill and house would later become Storer College, the first black college in the United States. Presented in a period 19th century frame.

This scene might have been painted from memory by a veteran. Several soldiers named Finck appear in rosters of New York and Ohio regiments.
