Born in Oklahoma, Howard graduated from the University of Tulsa with a Master of Art in Sculpture in 1949 after serving in WWII. He joined the faculty of UNC-Chapel Hill in 1951, remaining at the university until his retirement in 1988.

This is one of 12 wall sculptures commissioned by UNC-Chapel Hill to hang in the lower-level "Pine Room" of Lenoir Dining Hall on campus, and later moved to the Robert House Undergraduate Library. Each piece, different in shape and design, visually represents a university department or academic disicpline. This sculpture represents both the School of Journalism and the Department of Radio, Television and Motion Pictures (since merged into the current School of Media and Journalism). Elements are artistic allusions to early 1960s media symbols, including the CBS "Eye"; period outdoor television antennas and Telstar, the first communications satellite; and clocks showing times around the world, prevalent as backdrops in many televisions newsrooms of the era. The centerpiece is a Picasso-esque decoupage collage of actual pieces of issues of The Daily Tar Heel from the 1950s and early 1960s, mostly dealing with the Cold War, Civil Rights Movement, UNC sports, and President John F. Kennedy. Accompanying the lot will be an author-signed copy of Print News and Raise Hell: The Daily Tar Heel and the Evolution of a Modern University (UNC Press: 2018), which provides context for the important newspaper editions represented in the work.

These two panels were from a commission in the early 1960s for the sandwich and coffee shop in the basement of Lenoir Hall at UNC-Chapel Hill.
