Originally from Cambridge, Bates transitioned from a porcelain painter at Royal Worcester to a professional full time artist in 1880. His works were exhibited Royal Academy, Grosvenor Gallery, Royal Society of British Artists and the New Watercolour Society in London, and at the Royal Birmingham Society of Artists.

Some paint loss to center right of composition.
