Robert Poughéon studied at the École des Beaux-Arts and the École des Arts Décoratifs in Paris. His most influential instructors include Jean-Paul Laurens Albert Besnard and Charles Lameire at the École nationale supérieure des Arts Décoratifs. Considered a member of the Bordeaux school, Pougheon was awarded the Prix de Rom in 1914. He received two silver and one gold medal at the Paris Salons in the late 1920s. Considered a member of the Bordeaux school, he taught at the École des Beaux-Arts and at the Académie Julian. He was later made director of the French Academy of Rome in 1942, but shortly returned to Paris when he promoted as curator of the Musée Jacquemart-André.

His later work is in an Art Deco style and incorporating more figures. Pougheon was a celebrated and recognized artist during his lifetime. The French government used his work in the design of fifteen banknotes, his murals and frescoes decorated the city, and he was an illustrator for numerous books.
