Helen Watson Phelps was born in Attleboro, Massachusetts. She is known to have studied at the Academie Julian and with Raphael Collin Paris. She exhibited at the Paris Salon, National Academy of Design in New York, the Pennsylvania Academy of the Fine Arts, the Society of American Artists, and the Association of Women Painters and Sculptors.

Phelps maintained studios in Elizabethtown, New York during the summer and spent the remainder of the year traveling throughout Europe.
