A native of Atchison, Kansas, Blair earned a B. A. in art at the University of Kansas and a M.F.A. from the Kansas City Art Institute. In 1957, he moved to Greenville, South Carolina and joined the art faculty at Bob Jones University. He also served on the faculty of the Greenville County Museum of Art.

Although color-blind, Blair painted colorful abstract landscapes which were highly regarded throughout the Southeast. He was honored with one artist shows at the Greenville County Museum of Art in 1995 and a major retrospective of his work at the South Carolina State Museum in 2000.
