Clara Taggart McChesney was born in Brownsville, California. As a child, her family moved to Oakland where her father served as principal of Oakland High School.

Clara chose to pursue a career as an artist. She studied at the School of Design in San Francisco, the Gotham Art School in New York, and the Académie Colarossi in Paris. She exhibited at the World's Columbian Exposition, 1900 World's Exposition in Paris, and the 1904 St. Louis World's Fair. Her paintings are in numerous public collections including the Smithsonian American Art Museum in Washington, D.C., Indianapolis Museum of Art, and the McLean Museum and Art Gallery in Scotland.
