Willis Henry Plummer was born and lived in New Hampshire. He was employed as baggagemaster for the Boston & Maine Railroad Company. He was likely a self-taught artist, often painting maritime scenes. Plummer family history relates that he lost a leg at some point in his life and would sell paintings at the railroad station.
