Frank London was born in Pittsboro, North Carolina. After two years at UNC-Chapel Hill, he moved to New York City to pursue a career in the arts. He studied at the Pratt Institute and with William Merritt Chase at the Chase School of Art. Like many artists, London traveled through Europe to study the old masters and was introduced to the French modernists and surrealists.

London returned to North Carolina and opened an ecclesiastical art business and designed stained glass windows. In 1923, he transitioned to painting full time. He was an active member of the Woodstock Art Association in New York and exhibited several times at the North Carolina Museum of Art in Raleigh. His paintings are in numerous public collections including the Mint Museum in Charlotte, the NCMA in Raleigh, and The Johnson Collection in Spartanburg, South Carolina.
