Elsie Dinsmore Popkin was born in Reading, Pennsylvania. She received her BFA from Cornell University in 1958. In 1975, she became the first Artist-in-Residence at Reynolda House Museum of American Art in Winston-Salem, North Carolina. Popkin was especially talented working with the difficult medium of pastels. She exhibited frequently throughout the course of career.
