"Ted" Turner was born in Virginia. He earned his BFA from the Virginia Professional Institute (now College of William and Mary) and his MA in Art History from New York University. After a brief period of teaching medieval architecture at Dartmouth, he accepted a teaching position at the University of Virginia in 1952. Turner retired from UVA in 1985, but continued painting at his Charlottesville studio until his death in 2002.

Turner exhibited extensively during his lifetime, with works shown at the Chrysler Museum in Norfolk, the Brooklyn Museum, the Philadelphia Print Club, the Virginia Museum of Fine Arts and elsewhere.
