Born in Lynchburg, Virginia, Frank Hobbs studied art at Virginia Tech and later earned his MFA from American University in Washington, D.C. From 1987 until 2004, he taught at Washington & Lee University and maintained a studio in Staunton, Virginia. Since 2007, he has been Professor of Art at Ohio Wesleyan University in Delaware, Ohio.

Hobbs is a recipient of fellowships and grants by the National Endowment for the Arts, the Virginia Museum of Fine Arts, the Virginia Commission for the Arts, the Vermont Studio Center, and the Virginia Center for the Creative Arts. In 2015 he received an Individual Excellence in the Arts Award from the Ohio Arts Council.
