Patsy Howell was born in Rowland, NC in 1934. She received a Bachelor of Arts in Fine Arts from Greensboro College and spent two years teaching art in Virginia Beach, VA.

Her works are influenced by her extensive travel throughout Europe, where she spent time studying the French Impressionists and Post-Impressionists.
