Franklin Dullin Briscoe was born in Baltimore, Maryland by moved with his family to Philadelphia in 1848. He demonstrated an early interest and talent in painting and began his studies under Edward Moran, a noted marine artist. Briscoe continued his studies in Europe before returning to America following the outbreak of the Franco-Prussian War.

Briscoe is best known for his dramatic seascapes and maritime paintings, many of which were inspired by his own travels and experiences. He exhibited at the Pennsylvania Academy of the Fine Arts, the Brooklyn Art Association and the Philadelphia Centennial Exhibition. His paintings are in the permanent collections of the Smithsonian American Art Museum, Washington, D.C.; Woodmere Art Museum, Philadelphia; the Butler Institute of American Art, Youngstown, Ohio; and the Maier Museum at Randolph College, Lynchburg, Virginia.

Canvas has been lined and with old repairs to tears and associated retouch visible under UV light; areas of over-cleaning; some restoration to frame.
