Eugène Pierre Franquinet was a Belgian-born American painter known for his vivid landscapes of Southern California. Born in Brussels in 1875, he studied under Corneille Petit before immigrating to the U.S. in 1907 and settling in La Crescenta, California, by 1911.

Initially focusing on portraiture, Franquinet expanded his repertoire to include figure studies and landscapes. His works often depict the vibrant scenery of California, including coastal views, mountain ranges, and desert landscapes. This scene is a quintessential example of his work, in which he captures the radiant essence of his hometown in Southern California.

Franquinet was an active member of the Laguna Beach Art Association and the Painters & Sculptors Club of Los Angeles. He exhibited his works in various venues, including statewide exhibitions in California, the Santa Cruz Art League in 1938, and the Golden Gate International Exposition in 1939.
