Paul Frans is a Belgian painter best known for atmospheric seaside and promenade scenes inspired by the coasts of Belgium and northern France. Working primarily in oil, he depicts relaxed beachgoers and coastal life with soft color palettes and a nostalgic, Belle Époque–influenced style.
